To support the development of official pilot carbon markets in China, particularly in Shenzhen and Hubei.

The programme involved work by the Environmental Defense Fund to:
- provide analytical support and expert advice
- work with the power sector and agricultural offset providers
- build capacity among critical implementers through training and support in order to apply newly-acquired skills
This first phase of the programme supported the successful implementation of China’s seven regional carbon market pilots. These achievements have contributed to building the confidence of local and national authorities in pursuing carbon markets as a policy tool.
The programme also sought to inform key elements of the national carbon market framework while engaging the power sector, the most important market participants.
A second phase of the programme was approved in 2015.
