Qiang Liu

Director, Climate and Deputy Chief Representative China

Qiang oversees CIFF’s China portfolio, which spans energy transition, industrial and economic transition, sustainable cities and low-carbon transport, air quality management, carbon pricing and green finance, climate and environmental governance, green development of the Belt and Road Initiative, food and land use, and climate communications.

Before joining CIFF in 2019, Qiang spent 18 years on climate change and energy policy research and programmme management in two Chinese key national thinktanks. He was the Director of Strategy and Planning Department of the National Centre for Climate Change Strategy and International Cooperation (NCSC) from 2012 to 2019, leading the work on studying and designing Chinese national climate change policies and conducting researches on low-carbon strategy, pathway, scenario and modeling. Prior to that, he was the Deputy Director of CDM Project Management Center of the Energy Research Institute National Development and Reform Commission.

Besides these roles, Qiang attened the UNFCCC climate negotiation for 6 years as a key negotiator of Chinese government and UNFCCC review on national communication and GHG inventory for 10 years as a lead reviewer. He also severed as a senior consultant for various international agencies such as the International Energy Agency, World Bank and Asian Development Bank.Qiang holds a Ph.D. in Resource and Environment Economy (Chinese Academy of Science); and master’s degree in both Climate Change (University of East Anglia, UK and a Chevening Scholar) and Environment Engineering (Beijing University of Technology, China).
