CIFF Partners with the Senegalese Ministry of Health and Public Hygiene to Boost Family Planning and Reproductive Health Access.
DAKAR / LONDON (November 12, 2025) – The Children’s Investment Fund Foundation (CIFF) is pleased to announce a new $20 million investment to directly support SRHR initiatives of the Senegalese Ministry of Health and Public Hygiene. With an initial investment of $10 million, this strategic collaboration is designed to advance Senegal’s 2050 National Transformation Agenda, a groundbreaking cross-sectoral roadmap to accelerate the country’s development Goals. CIFF’s investment will support the Costed Implementation Plan to expand equitable access to family planning and reproductive health (FP/RH) services nationwide – a powerful lever to unlock economic growth, wellbeing and wider prosperity. This investment will be supported by an additional $2M grant to the Delivery Unit of the Ministry of Health.
This partnership will focus on Senegal’s four strategic priorities:
- Advancing national goals in FP and maternal health: Supporting the Ministry of Health’s FP2030 commitment to double the modern contraceptive prevalence rate (mCPR) from 25% to 46%, by expanding access for underserved communities, scaling up postpartum family planning (PPFP), and supporting self-injectable contraception and other health innovations.
- Strengthening health systems: Enhancing the readiness and quality of reproductive health services through greater integration of family planning and reproductive health within maternal and child health programs and ensuring the procurement and free distribution of family planning commodities.
- Demonstrating national leadership: Reinforcing sustainability through increased domestic financing, with the Ministry of Health committing USD 1.5 million annually toward contraceptive commodities—covering a significant share of the USD 6 million needed each year to meet national demand.
- Driving transformative reforms: Supporting the government to implement bold health reforms that accelerate progress toward universal access to family planning services and improved reproductive health outcomes.
Over the past decade, Senegal has led the way in strengthening its family planning and reproductive health systems. The nation’s transformative reforms – including strengthening supply chain systems, decentralising services, and proactively engaging local communities and religious leaders – have already yielded measurable results, driving the modern contraceptive prevalence rate (mCPR) among married women from approximately 16.1% in 2012 to 25.6% in 2023.1
However, as 19% of married women in Senegal continue to have an unmet need for FP2, the country is building on this momentum to meet the FP2030 goal of 46% mCPR.
